California’s Government Code, in Title 2, Division 3, Part 3, Chapter 11 deals with organization and management in Sections 13877 – 13881. Section 13877 requires the Department of Finance (DOF) to provide consultation and coordination to the departments and agencies of the state government with respect to organization planning and the development and application of controls over manpower and costs.
Section 13878 requires the DOF, in the field of organization, to counsel with, assist, and provide coordination to the heads of state departments in the development and application of principles of sound management, development and implementation of plans of organization, and preparation of organization charts to reflect current approved organization structures.
Section 13879 requires the DOF, in the field of manpower and costs control, to counsel with and provide coordination to the heads of departments in the development and application of effective controls over manpower and administrative and operating costs, as well as develop and foster the adoption of improved methods, procedures, and performance standards to achieve more efficient accomplishment of necessary work and more effective utilization of manpower.
In addition, Section 13879 also requires the DOF to counsel with and provide coordination to the heads of departments in the design of job and position content to ensure that they are consistent with productivity and relative importance to the state government, maintain authoritative current records of actual employment of approved manpower, report on the effectiveness of manpower and cost control measures by each state agency, and conduct studies of the manpower of departments and agencies of the state government.
Section 13880 requires the DOF, in the field of organization research, to counsel with and provide coordination to the heads of departments on the internal exchange of information and experience regarding management, organization, manpower, and cost control problems and their solution, and initiate or conduct studies and exchanges of information with other governmental agencies, with industry, and with professional and educational institutions regarding management subjects, publishing or circulating the results, as appropriate, for the benefit of all or selected segments of the state government.
Section 13881 authorizes the DOF to conduct relationships with agencies of the governments of municipalities, counties, other states, and the United States as are appropriate in the discharge of its functions, as well as conduct exchanges of management information and experience with appropriate governmental agencies.
In addition, Section 13881 permits the DOF to coordinate its efforts with and seek the counsel of the various agencies within the state government concerned with budget analysis to obtain their views on methods of reducing budgets and costs, conduct relationships with business, industry, and educational institutions as are appropriate in the discharge of its functions, conduct correspondence and exchanges of information, and maintain direct contact with and seek the counsel and support of special boards, commissions, or committees from business and industry created to foster the economical use of labor, materials, and money in government.
